Taking on the Big Kahuna

First, Bill and Hillary Clinton failed in their effort to bring a rational structure to health care. Now up: George W. Bush, who in his State of the Union Tuesday night will push health-savings accounts as the cornerstone of his effort to (as USA Today puts it) create more of an 'ownership society.' The accounts allow people to set aside money tax-free to handle their medical costs (and run alongside insurance).

This weekend, the New York Times reported about the differences in the Clinton and Bush plans. Clinton focused heavily on assuring coverage for every individual. But the plan sunk under the weight of too much government and too much bureaucracy. Bush now turns more heavily to tax incentives as a way to control costs, trying to infuse the system with more rationality.

On a scale of 1-10, what are the chances the Bush program can help? ANyone?
